Federal Stimulus Plan Implications for
Wayne County School Districts
The Michigan Department of Education (MDE), Office of Special Education and Early Intervention Services
(OSE-EIS) is developing a new web page titled “Special Educa­tion Appropriate Use of Funds” to provide information on appropriate and allowable costs for the use of ARRA IDEA special education funds. The OSE-EIS has also developed a new document called, “Appropriate Use of Funds, Fre­quently Asked Questions.” This FAQ document is a collection of questions the OSE-EIS has received from various ISD, LEA and PSA personnel regarding the appropriate use of funds for different expenses or programs. The FAQ can be viewed on the Wayne RESA web site,
www. resa.net. As soon as the new MDE web page is developed we will provide you with the link. The web page will also provide a revised allowable cost guide and the ability to submit questions to OSE-EIS regarding information on the appropriate use of funds.

Wayne County districts have been notified by Wayne RESA of the amounts of their regular and IDEA allocations for 2009-2010 and should begin planning so that their bud­gets can be entered into the Michigan Electronic Grants Systems (MEGS) when it becomes available after May 15. No funds may be expended until the applications are com­pleted and submitted by Wayne RESA for all Wayne County districts and PSAs to MDE. This must be completed no later than June 30 for funds to be available July 1, 2009. Wayne RESA staff are available to assist with the development of the plan. Contact Kevin D.
